Harrisburg council approves budget, mayor ponders veto (Reuters)

HARRISBURG, Pa (Reuters) ? Harrisburg's city council, at odds with the mayor over how to dig out of a financial hole, approved a budget on Thursday that contains a slight tax increase but cuts the mayor's allotted tax dollars.

Mayor Linda Thompson, with the end of the calendar year approaching, responded by promising to use every day of her 10-day window to decide whether to veto the $54.3 million budget for Pennsylvania's state capital.

"This is no more than council being spiteful," Thompson told a news conference, describing the move as a cowardly act.

Harrisburg is in a $317 million hole due largely to the expensive repairs and upgrading of its trash incinerator. The city council filed for Chapter 9 bankruptcy protection, but the case was dismissed by a federal judge last month, paving the way for a state takeover of the city's finances.

The city council's 2012 spending plan eliminates 10 vacant positions plus the jobs of Thompson's communications director and ombudsman. It also raises the council's line item while decreasing the mayor's allotted tax dollars.

The city council voted 4-1 to adopt the budget and a real estate tax increase that, on average, will cost residents with homes valued at $100,000 an extra $100 a year. David Unkovic, appointed by the governor as receiver to guide the city toward solvency, observed the proceedings but did not take part.

Council member Susan Brown-Wilson said the cut to Thompson's line item should not be misconstrued as a shot across the bow.

"Hopefully, if they've got some issues with what we've done, they'll come down and discuss it with us," Wilson said.

The 2012 budget the city council adopted is $1.9 million less than what Thompson proposed in November and contains the same tax increase. The council said it was likely there would be more budget cuts included in a recovery plan Unkovic submits to Commonwealth Court in February.

"We may eliminate departments in his plan. (City council's) plan may actually look good compared to what may happen in the near future," council member Patty Kim said, adding that the increase in the council's budget was necessary to help an overworked staff and pay court expenses.

The council and the mayor have been at odds over how to lift the city out of its debt. A majority of the city council attempted to enter Harrisburg into Chapter 9 municipal bankruptcy protection while the mayor favored entering the city into a state program called Act 47.

Should Thompson take the entire 10 days to decide if she will veto council's newly adopted budget, the city will operate under the terms of its 2011 budget until both parties agree in a new spending plan that, ultimately, will be decided by Unkovic and Commonwealth Court.

New Florida Atlantic coach Carl Pelini talks staff, recruiting and other topics

Carl Pelini had his first sit down with the media since taking over at Florida Atlantic two weeks ago.

Here are some of the highlights:

* Pelini has hired three coaches, DC Marvin Sanders, secondary coach Ross Watson and Jeff Sims, who will coach an offensive position yet to be determined. He said he the rest of the staff will fall into place once an offensive coordinator is hired. He has spoken to four candidates and hopes to hire one soon.

* On Sanders, Pelini said: ?What it allows me to do is to be a head coach. I?ll still have some involvement with the defense, to not feel like I have to micro manage things over there. I got a guy over there I trust, knows the system. It will allow me to be a head coach, which was my vision, to have involvement on the defense, on the offense, special teams, recruiting. I didn?t want to be a coordinator I wanted to be a head coach. Hiring Marvin was just huge for that.?

* The Owls will return to a 4-3 base defense after switching from a 4-3 to the 3-4 for 2010. Pelini said he did use a three-man front at Nebraska but more as a pressure package on third down.

* Pelini said a coach or two could come from Howard Schnellenberger?s staff. The best bet is Jared Allen, who has been recruiting in Palm Beach County and has been going on the road with Pelini.

* On the reception from the local high schools, Pelini said: ?Very good. We got out and hustled in a lot of schools. The high school coaches are telling me the same thing I believe that there?s great potential here. Our visit weekends in January are filling up fast. We got kids who want to come see what we?re all about. We?ve had some unofficial visits, mid-year kids, junior college kids, really working hard in that respect.?

* Pelini is excited about the recruiting class, one that including three oral commitment from Palm Beach County players: American Heritage RB Jeremy Gaskins, Forest Hill athlete Mikey Bullard and Atlantic receiver Chad Ward.

* Pelini said he?s brought in a lot of kids on unofficial visits. ?That?s going to be a huge part of this process is to sell them on the opportunity to sell them. But that?s what having such a great local recruiting base gives you an opportunity to do.?

* On bringing in Junior College players, Pelini said: ?That is part of the evaluation process. You look at your team and evaluate where you are. We are not going to be a junior college based football team. What you do is look at potential junior college recruits and say, ?Could this guy come in and help us immediately?? The last thing you ever want to do is bring in a bunch of junior college players who can?t play for you right away.?

* Don?t make the mistake of mentioning the Owls were 1-11 this season. ?I made it clear to my players that that is history. I don?t think of this as a 1-11 team. This is the next year?s team. We are going to approach it as winners and with that philosophy. The 1-11 is gone.?

* Pelini once again said he is coming in with a wrecking ball. ?I plan on improving every aspect. Everything is being evaluated. Strength program, conditioning program, academic side, football specific, everything is going to be different. Not commenting on the last staff, it is going to marry my philosophy. For me it is a matter of changing the entire culture. In order to do that, you just can?t start making quick decisions.?

Clues sought in house fire that killed 5

Investigators were talking to a New York City advertising executive and an acquaintance who survived a Christmas morning house fire that killed her three daughters and her parents to try to determine what caused the blaze.

Madonna Badger, who was having work done on the home she bought for $1.7 million last year, was released from hospital Monday.

The home was demolished Monday due to the fire damage and safety concerns.

Badger's three daughters ? a 10-year-old and 7-year-old twins ? and her parents, who were visiting for the holiday, died.

Badger's father, Lomer Johnson, had worked as a Santa at Saks Fifth Avenue's flagship store in Manhattan. "Mr. Johnson was Saks Fifth Avenue's beloved Santa, and we are heartbroken about this terrible tragedy," spokeswoman Julia Bently said.

Neighbors said they awoke to the sound of screaming shortly before 5 a.m. on Christmas morning and rushed outside to help, but they could only watch in horror as flames devoured the grand home and the shocked, injured survivors were led away from the house.

Badger, an ad executive in the fashion industry, is the founder of New York City-based Badger & Winters Group. A supervisor at Stamford Hospital said she was treated and discharged by Sunday evening.

The fire might have been related to a fireplace on the first floor, a source familiar with the case told NBCNewYork.com.

Property records show she bought the five-bedroom, waterfront home for $1.7 million last year. The house is situated in Shippan Point, a wealthy neighborhood that juts into Long Island Sound.

The male acquaintance who also escaped the blaze was a contractor who was doing work on the home, Stamford police Sgt. Paul Guzda said. He was also hospitalized but his condition was not released.

"It is a terrible, terrible day," Mayor Michael Pavia told reporters at the scene of the fire on Sunday. "There probably has not been a worse Christmas day in the city of Stamford."

The Stamford Advocate identified the contractor as a male friend named Michael Borcina.

Police officers drove Badger's husband, Matthew Badger, from New York City to Stamford on Sunday morning. The Badgers reportedly are separated.

Firefighters knew there were other people in the home but could not get to them because the flames were too large and the heat too intense, said Acting Fire Chief Antonio Conte, his voice cracking with emotion.

"It's never easy. That's for sure," he said. "I've been on this job 38 years ... not an easy day."

A neighbor who lives across the street, Sam Cingari Jr., said he was awakened by the sound of screaming and saw that the house was engulfed by flames.

"We heard this screaming at 5 in the morning," he said. "The whole house was ablaze and I mean ablaze."

He told The Advocate that he later learned the screams were coming from Madonna Badger.

"The reason she was screaming, of course, was because her family was inside the house," he said.

Cingari said he did not know his neighbors, who he said bought the house last year and were renovating it.

Charles Mangano, who lives nearby, said his wife woke him up and alerted him to the fire. He ran outside to see if he could help and saw fire trucks in front of the house.

"I heard someone yell 'Help, help, help me!' and I started sprinting up my driveway," Mangano told The Advocate.

He told the newspaper he saw a barefoot man wearing boxers and a T-shirt with no shoes and a woman being taken out of the house.

The woman said, "My whole life is in there," Mangano said. "They were both obviously in a state of shock."

The house was undergoing heavy construction last summer, he told The Advocate.

Badger's parents, Lomer and Pauline Johnson, were going to celebrate their 49th anniversary on Monday, a family member told The New York Times. Lomer Johnson, 71, had spent Saturday working as Santa Claus at Saks Fifth Avenue, a gig he had been doing since retiring as a safety director for the parent company of Jack Daniels.

The man with the long white beard loved posing as Santa, said the relative, who asked not to be named.

?That?s all he ever wanted to be,? the family member told The Times. ?He stopped shaving the day he retired.?

He advertised his services through a site called gigmasters.com, where he referred to himself as "Happy Santa." His profile reads "I am now a santa because my oldest granddaughter asked me to be a pretend Santa Claus. I have enjoyed it more than any job I've ever had."

Lomer Johnson also formerly worked to prevent fires as safety chief at a company in Kentucky.
He was remembered as a stickler for safety details by a former boss at the Louisville, Ky., liquor maker Brown-Forman Corp., where he retired as safety and security director years ago.

Former Brown-Forman executive Robert Holmes Jr. said Monday it was Johnson's job to keep plant workers safe. He says Johnson's responsibilities included planning fire drills.

Stamford, a city of 117,000 residents, is about 25 miles northeast of New York City.

Badger was the creative mind behind major advertising campaigns for leading fashion brands, including the iconic Mark Wahlberg underwear ads for Calvin Klein.

Raised in Kentucky, Badger began her career working as a graphic designer in the art department of Esquire magazine. Before starting her own company, she worked as an art director for several magazines and CRK, the in-house advertising agency for designer Calvin Klein.

Badger & Winters has worked with Proctor & Gamble, CoverGirl, A/X Armani Exchange, Emanuel Ungaro and Vera Wang, among other high-profile corporations.

European, US markets eke out gains but Italy lags (AP)

PARIS ? Buoyant U.S. consumer confidence figures helped stock markets in Europe and on Wall Street eke out modest gains Tuesday in very light holiday trading but Italian shares dipped as the country's key borrowing rate ratcheted up to worrisome levels.

In the run-up to Christmas, investors have been cheered by a slew of upbeat U.S. economic indicators, particularly related to the crucial shopping season.

That continued Tuesday with the closely-watched survey into U.S. consumer confidence from the New York-based Conference Board. Its main Consumer Confidence Index rose almost 10 points to 64.5 from a revised 55.2 in November. That was above market expectations for a more modest rise to 60.

Though below the 90 level that indicates an economy on solid footing, the survey provided further evidence that the U.S. economy enjoyed a decent holiday shopping season. Economists watch the confidence numbers closely because consumer spending accounts for about 70 percent of U.S. economic activity.

"The consumer is sitting pretty in winter wonderland according to the Conference Board," said Andrew Wilkinson, an analyst at Miller Tabak & Co.

The figures helped cement the advance in markets in Europe and the U.S. and pushed oil prices back above $100 a barrel amid hopes of rising demand in the U.S.

In Europe, France's CAC-40 closed around a point higher at 3,103.11 while Germany's DAX was up 0.3 percent at 5,889.76. The FTSE index of Britain's leading shares remained closed.

On Wall Street, the Dow Jones industrial average was up 0.1 percent at 12,303 while the broader S&P 500 index rose by an equivalent rate to 1,267.

One market bucking the trend was Italy's FTSE MIB, which traded 1 percent lower as the yield on the country's ten-year bonds hovered around the 7 percent once again ? a level that is considered unsustainable in the long run and eventually forced Greece, Ireland and Portugal to seek outside financial help.

Italy is the eurozone's third-largest economy and is considered to be too big to save under current bailout facilities. Mario Monti, the country's new premier got parliamentary approval last week for a big austerity package that is intended to save the country from financial disaster. Markets have grown increasingly fearful over the past few months that Italy will find it difficult to pay off its massive debts, which stand at around euro1.9 trillion ($2.5 trillion).

Despite ongoing worries over the spread of Europe's debt crisis to Italy, the euro was trading 0.1 percent higher too at $1.3064.

However, analysts said the euro could face some choppy waters over the coming couple of days as Italy prepares for a couple of bond auctions on Wednesday and Thursday.

"The euro is little changed as markets look ahead to Italian government debt auctions later this week, which are likely to set the tone for the single currency and the wider foreign exchange market," said Vassili Serebriakov, a currency strategist at Wells Fargo Bank.

Markets took little notice of figures from the European Central Bank showing that Europe's banks parked a record euro411.8 billion ($538.2 billion) overnight at the bank on Monday.

Heavy use of the ECB's deposit facility has been a sign of distrust in interbank lending markets, as banks remain wary of lending to each other and prefer to hold it at low interest rates at the ECB. However, it can also rise and fall for technical reasons as banks adjust their liquidity requirements, especially in the run-up to the year-end.

The narrow ranges across stock markets reflect light holiday trading conditions. Markets in Europe and the U.S. were closed Monday and trading is expected to be light most of this week though there could be some year-end movements, particularly on Friday as investors look to lock in any gains they may have made.

Earlier in the day, Asian shares fell after a disappointing profit performance by Chinese companies and a warning that Japan faces "significant downside risks" due to Europe's debt problems. That warning came from a Finance Ministry representative at a November Bank of Japan meeting, the bank said Tuesday.

Tokyo lost 0.5 percent to 8,440.56 while Seoul's Kospi shed 0.8 percent to 1,842.02. Taipei, Singapore and Jakarta also declined. Hong Kong and Sydney were closed.

China's benchmark Shanghai index dropped nearly 1.1 percent to 2,166.21 after the country's government reported that profit growth slowed at its major industrial companies. Total profit in the January-November period rose 24.4 percent over a year earlier, down 0.9 percent from the growth rate for the first 10 months of the year.

Oil prices got a boost after the consumer confidence figures and benchmark crude for February delivery was up $1.22 to $100.90 per barrel in late morning trade in New York.

Packers need more from WRs with Jennings out (AP)

GREEN BAY, Wis. ? In theory, the Green Bay Packers' group of receivers is deep and talented enough to make up for the loss of one player ? even one as good as Greg Jennings.

It just didn't look that way in Sunday's loss at Kansas City.

Tight end Jermichael Finley dropped passes, and he wasn't the only player who struggled to hold onto the ball. Jordy Nelson was relatively quiet after a couple of head-scratching offensive pass interference calls went against him. And when Aaron Rodgers needed to make big plays at the end of the game, nobody was open.

"We have to be on top of our game, and we weren't in Kansas City," Nelson said. "That's all that matters."

Jennings sprained his left knee in the Packers' Dec. 11 victory over Oakland, and is not likely to return until the playoffs. He made a brief appearance in the locker room Thursday and appeared to be walking without difficulty, making a couple of moves to avoid reporters.

The Packers have a chance to wrap up home-field advantage in the NFC with a victory over Chicago on Sunday night, but they'll likely need a better performance from their receivers to beat the Bears.

Rodgers acknowledged the offense was out of rhythm against the Chiefs.

"I think it's us not executing and making the plays we expect to make and them playing good defense," Rodgers said. "So all offenses are aided by a good rhythm, keeping drives going, converting on third downs, being good in the red zone. We just didn't do those things on Sunday and they controlled the football, controlled the clock and the urgency just wasn't there when we were on offense and we didn't make the plays."

Offensive coordinator Joe Philbin said it's too simplistic to say the Packers' struggles were simply a case of the Chiefs being able to spend more attention covering everybody else with Jennings out.

"When you watch the film, there's more to it than that," Philbin said. "I thought at times, we had guys open that maybe the protection didn't allow us to get to. At times, our protection was very good and we didn't get guys open, so everybody thought, `God, the o-line got their (butts) kicked.' Usually in football, it's never that cut and dried."

And while the dropped passes are beginning to mount for Finley this season, Philbin fully expects him to bounce back.

"Obviously there's a couple relatively easy catches that he missed the other day, but we had other guys drop the ball as well," Philbin said. "There's no magic formula. He's got good hands."

Finley said he didn't feel like himself.

"The drops, it's not me, you know?" Finley said. "This year, I've been dropping several passes. It's a thing of football. I have to work a little harder and start going back to the basics and keeping two eyes on the ball and look it in."

Finley said concentration is especially important when playing with a quarterback who throws as hard as Rodgers.

"We don't (have) a guy that's tossing the ball," Finley said. "We have a guy throwing the ball like a baseball, so you have to focus hard."

Finley did have three touchdowns in the Packers' Sept. 25 victory at Chicago, but he expects the Bears to adjust the way they cover him on Sunday.

"I would think they've seen film of guys putting their hands on me, getting manned up and getting me off my route," Finley said. "I wouldn't doubt they'll do the same."

Nelson, meanwhile, acknowledged that a pair of early interference calls changed the way he played Sunday.

"It affects you because you're out there playing the game the way you've always played," Nelson said. "So when you get two flags, especially as quickly as I did back-to-back like that, you kind of have to change something, because obviously what I was doing was incorrect. You have to adjust to the way the game is being officiated and move forward. I don't think I was ever in the situation again with the back-shoulder throw the rest of the game. But it's part of the game and you've got to adjust."

And Nelson isn't buying talk that the Chiefs' defense provided some sort of blueprint for other teams to slow down the Packers' offense.

"What Kansas City did, I think teams have tried," Nelson said. "We were a little undermanned, and we didn't perform the way we needed to perform across the board. I don't think there's very many guys in here that were very happy with their play. When you don't play well, a team at this level, especially on the road, is going to take advantage of that."

Sinaloa cartel OK's Mexico's newest drug ballads (AP)

NAUCALPAN, Mexico ? Trumpets and trombones blast across a rodeo ring where women in miniskirts dance with men in cowboy hats and gold chains. Some fans try to climb onto the stage while others whoop to the deafening music and sing along to an outlaw ballad about one of the most-wanted criminal suspects in North America, an alleged drug kingpin.

"We take care of El Mayo

"Here no one betrays him...

"We stay tough with AK-47s and bazookas at the neck

"Chopping heads off as they come

"We're bloody-thirsty crazy men

"Who like to kill."

At the microphone is Alfredo Rios, whose stage name is "The Komander." He's a singer of Movimiento Alterado ? "Altered Movement" in English ? a new commercial brand of "narcocorrido" ballads that bluntly describe drug violence to the oompah beat of Mexico's norteno music.

The songs are filled with unusually explicit lyrics about decapitations and torture, and praise for one drug gang in particular: the Sinaloa cartel and its bosses, Ismael "El Mayo" Zambada and Joaquin "El Chapo" Guzman.

The increasingly popular music is banned on radio stations in parts of Mexico but is heavily promoted over the Internet. It is the brainchild of twin brothers based in Burbank, California, who have long turned to the Sinaloa cartel for artistic inspiration. They won a Grammy award in 2008 for producing an artist who goes by the name of "El Chapo de Sinaloa."

Omar Valenzuela says the music not only tells of the violent world of the Sinaloa cartel, but has received its blessing at least once, when the producers worried about the group's reaction to a song about Manuel Torres, allegedly a top hit man for Zambada.

"We looked for them and asked for permission," Valenzuela said. "We sent them the song and they told us it was OK to release the song. We were afraid. They told us through their people that we were authorized to release any song. Sometimes people can get offended. We didn't want any problems."

The song since then has been downloaded 5 million times from the company website, Valenzuela said, and the accompanying video, which tells of how much gunmen working for Torres enjoy killing, has been watched more than 13 million times on YouTube.

Rios and Valenzuela deny any direct relationship with any cartel, and say they don't receive any money from the gangs. "I wish they were putting in money to promote (the music)," Valenzuela said with a laugh.

For Jose Manuel Valenzuela, an expert on narcocorridos at Mexico's College of the Northern Border, the success of the Movimiento Alterado's music shows that drug traffickers have become more socially acceptable in many circles.

"The social presence of drug trafficking helps this music circulate, and this is also made easier by the easy access to it through the Internet," said Valenzuela, who is not related to the twins.

The new music was born in Culiacan, capital of the Pacific coast state of Sinaloa. The fact that the bands Valenzuela promotes sing exclusively about the Sinaloa cartel has mostly to do with geography, he said.

"In Culiacan, you can't sing about anyone else because they are from here," he said referring to the Sinaloa cartel. "Singing about the Zetas it's not even something you think about. Someone could complain. Nobody wants any trouble."

The Zetas gang, which had its beginning in the border state of Tamaulipas, across the border from Texas, is fighting the Sinaloa cartel for control of drug traffic routes. The battle has caused many of the roughly 40,000 drug war deaths since Mexican President Felipe Calderon ramped up the military offensive on cartels as he took office in 2006.

Some Movimiento Alterado musicians wear camouflage and bulletproof vests on stage and some have names clearly alluding to the Sinaloa cartel, such as Los Mayitos, referring to Zambada's nickname, or The Buchones, as the new rich who made their fortunes in drug trafficking are called in Sinaloa.

That identification can bring dangers.

Gunmen attacked the car of one of the Movimiento's singers, Gerardo Ortiz, in March in the western state of Colima. He survived but his representative and driver were killed.

Valenzuela said the violent lyrics merely describe the times.

The narcos "are cutting heads, and they are more bloodthirsty," he said. "It's in the news every day. If (the ballads) didn't speak about that, they would sound false. If a ballad doesn't express today's language it sounds old."

That's not a new phenomenon: Popular singers from early English troubadours to American gangsta rappers have treated violent outlaws sympathetically.

Movimiento Alterado's boom began in 2009 when the Valenzuela brothers recorded songs by two bands and released them on the Internet because radio stations wouldn't play them. In the states of Sinaloa and Baja California, it's illegal to play songs that advocate drug trafficking on the radio. In May, Sinaloa state Gov. Mario Lopez Valdez went further and banned them at bars and public places. In Chihuahua state, radio stations agreed not to play them.

But on the Internet, the songs are downloaded by the tens of thousands and Movimiento Alterado bands fill dirt-floor rodeo rings and swanky auditoriums across Mexico and the United States.

"The biggest market for this music is in Los Angeles because there we still sell CDs," Valenzuela said.

They also have greater media exposure there. The bilingual Mun2 cable channel of NBCUniversal Inc. ran a reality series, Los Twiins, about the brothers last year. It showed them developing new artists, such as Rios, and featured a guest appearance by Snoop Dogg.

Most of the albums are recorded in Los Angeles at Twiins Enterprises studios, though the Valenzuelas say some are recorded in Culiacan.

Back at the rodeo ring in Naucalpan, on the northwest edge of Mexico City, it was 3 a.m. and the crowd was getting impatient waiting for the star of the night. Finally, the MC announced "the king of the Movimiento Alterado."

Dressed in a black shirt and black pants, Rios looked the part of a pop singer. He invited the audience "to drink solid." The women cheered, and men offered him a drink from their whiskey bottles. The music went on until close to dawn.

Rios doesn't sing about drug traffickers. He sings as if he is one.

"Honestly, I don't like guns, in the first place because I'm not very good at using them," he said. "What I like is playing a role, like in a video game called 'The Executioner.' I play the executioner."

AIDS group seeks Los Angeles referendum on porn star condom use (Reuters)

LOS ANGELES (Reuters) ? Voters in the city of Los Angeles, home to the nation's porn industry, could be asked next year whether condoms should be required in adult film shoots to cut down on sexually transmitted diseases.

The AIDS Healthcare Foundation said on Monday it had submitted about 71,000 signatures, surpassing the required number of 41,000, for a ballot initiative that could go before voters in June 2012.

If the signatures are certified by city officials and a vote is held on the measure, residents would be asked whether to force Los Angeles officials to require the use of condoms on porn sets as a condition for film permits.

California officials say the porn industry is already covered by workplace rules that protect employees from blood-borne pathogens, and condoms are required in cases where adult film performers could be exposed to infection.

The California Division of Occupational Safety and Health has issued over $125,000 in fines against porn producers in the past five years for various violations, but some of those citations are on appeal, according to figures from the agency.

Despite facing fines, most major porn companies continue to shoot without condoms, and some in the industry have argued that using the latex would take away from the fantasy appeal of their product.

AIDS Healthcare Foundation said that Los Angeles city officials and the local county's public health agency have been slow to crack down on the porn industry.

"We're confident about our ability to win an initiative on an election," said Michael Weinstein, the foundation's president. "We say, why continue to frustrate ourselves trying to get the politicians to stand up and do something, when the people seem to be ahead of them."

The multibillion dollar U.S. porn industry is largely based in Los Angeles, and specifically in the city's sprawling San Fernando Valley suburb.

Porn producers have said they could move outside of California or even outside the country if increased regulation made condom use unavoidable.

A representative from adult industry group the Free Speech Coalition did not return a call or e-mail seeking comment, and a representative from the city's film permitting agency could not be reached for comment.

Former porn star Derrick Burts, 25, who said he was infected with HIV on a porn shoot in 2010, said some porn performers would like to wear condoms, but they will not go against the wishes of their producers.

"In this industry, you fight for every dollar you can make, because when you get into this industry, it's hard to get out and make a normal living because your face is everywhere as someone who's done porn," Burts said.

Researchers print a fully-functional OLED control circuit using an inkjet

Don't worry, this isn't about teaching bacteria how to climb out of a petri dish and follow a subway map. The picture above actually shows an OLED display control circuit that was quickly and cheaply manufactured thanks to the joys of inkjet printing. Its makers at UCLA start-up Aneeve Nanotechnologies also claim their carbon nanotube circuit yields better performance than traditional silicon counterparts and should therefore be considered a competing technology. On the other hand, it's also true that inkjet circuitry has been around in various forms for years, so we must return to the fundamental question: will we ever be able to afford one of these?

Syracuse chancellor: Boeheim's our coach

(AP) ? Syracuse University Chancellor Nancy Cantor gave men's basketball coach Jim Boeheim a vote of confidence Tuesday amid an investigation of child molestation allegations against his former longtime assistant coach.

Cantor emerged from an economic development conference with state officials and said: "Coach Boeheim is our coach."

Some commentators and sex abuse victims' advocates had said Boeheim should resign or be fired after three men, including two former Syracuse ballboys, accused former assistant coach Bernie Fine of molesting them and Boeheim verbally attacked the accusers.

"Coach Boeheim is our coach; he's getting the team ready tonight," Cantor said. "We're very pleased with what he said Sunday night, and we stand by him."

After initially saying Fine's first two accusers were lying to make money in the wake of the Penn State University sexual abuse scandal, Boeheim backed off those comments in a statement Sunday.

"What is most important is that this matter be fully investigated and that anyone with information be supported to come forward so that the truth can be found," Boeheim said after the firing of Fine, who has denied the allegations. "I deeply regret any statements I made that might have inhibited that from occurring or been insensitive to victims of abuse."

Bobby Davis first contacted Syracuse police in 2002 about Fine, but there was no investigation because the statute of limitations had passed. Kevin Quinn, a spokesman for the university, said police did not inform the university of Davis' allegations then.

On Tuesday, the Syracuse police chief said Dennis DuVal, a former SU basketball player who was police chief in 2002, knew of the allegations against Fine.

Police Chief Frank Fowler said DuVal, who played for the Orange from 1972-74, was aware of Davis' accusations in 2002 that Fine sexually abused him. Fine, who has been fired, denies the allegations.

Because Davis said the abuse stopped 12 years earlier, Syracuse Det. Doug Fox told him the statute of limitations had passed, meaning an arrest was not possible. Fox advised his supervisor in the abused persons unit but didn't file a formal report. The detective is still with the department but not in the same unit.

A phone message left with DuVal was not immediately returned.

On Nov. 17, Davis' allegations resurfaced.

Davis, now 39, told ESPN that Fine molested him beginning in 1984 and that the sexual contact continued until he was around 27. A ball boy for six years, Davis said the abuse occurred at Fine's home, at Syracuse basketball facilities and on team road trips, including the 1987 Final Four. Davis' stepbrother, Mike Lang, 45, who also was a ball boy, also told ESPN that Fine began molesting him while he was in fifth or sixth grade.

On Sunday, a third man, Zach Tomaselli, who faces sexual assault charges in Maine involving a 14-year-old boy, said he told police last week that Fine molested him in 2002 in a Pittsburgh hotel room.

Cantor stressed the university is working with authorities.

"We've been very straightforward and candid about this whole process," she said. "We've gone through our due diligence when things came up, and we felt it was important both for Bernie Fine and for the university to move forward."

The chancellor has previously acknowledged that a man, now known to be Davis, contacted the school in 2005 with allegations against Fine. The school, which did not contact police, conducted its own investigation at that time but found was unable to find any corroboration of the allegations. The university has turned over the results of the inquiry to the DA's office and has retained an independent law firm to review their procedures and response to those 2005 allegations.

The U.S. Attorney's Office and the U.S. Secret Service have taken the lead in the current investigation.

And Fowler said Syracuse police will change their procedures moving forward.

"I was not the chief in 2002 and I cannot change the procedures in place at that time or the way this matter was then handled," Fowler said in the statement. "But what I can and will do as chief today is ensure that moving forward all reports of sexual abuse are formally documented."

In an interview with the AP, Fowler said he wouldn't be notified about all sex abuse allegations. But in a high-profile case like the Fine investigation: "I'm very confident I would know about it. I'm sure it would be brought to my immediate attention."

The chief also said the department only notifies the district attorney when an arrest is made, not during the investigation phase. Onondaga County District Attorney William Fitzpatrick has been sharply critical of the police for not sharing the information from the 2002 allegations or from the current investigation.

Fowler has ordered a review of all department policies regarding sexual abuse allegations made over the phone and will make changes if needed. A phone database now logs every call the department receives.

He gave this account of what the department knew, and when of the 2002 allegations:

? A local attorney called Det. Doug Fox of the Syracuse Police Department's Abused Persons Unit in 2002 to say that he'd be getting a call from a woman, now known to be Davis' friend Danielle Roach, who wanted to discuss a sexual abuse case.

? Several weeks later, Roach called Fox and said Fine had sexually abused her friend. Fox told her to tell her friend to contact him directly. About a month later, he called the detective from Utah. In what Fowler described as a brief conversation, Davis said Fine had sexually abused him while growing up and that the abuse had occurred at least 12 years earlier.

? Fox told him the statute of limitations had expired, so he couldn't make an arrest. Fox told Davis that if he wanted to meet in person or if he was aware of any current victims, he wanted Davis to share additional information. The two never met face to face.

? Fox notified his supervisor, and they decided that unless Davis met with the detective or provided names of other victims, then no investigation would be started. No formal report was prepared.

? Several months later, in 2003, the department received an inquiry from the Syracuse Post Standard newspaper as to whether an investigation had been conducted on Fine. The Post Standard was informed no investigation had taken place.

Fowler said the police department never met in person with any possible victim until Nov. 17 of this year and began its ongoing investigation on that day.

On that same day, Fowler said, the university handed over results of an internal 2005 investigation into sexual abuse charges against Fine; this was the first time Syracuse police learned of that inquiry.

Ohio officials take 200-pound boy from mother (AP)

CLEVELAND ? The case of an 8-year-old Cleveland Heights boy taken from his family because he weighs more than 200 pounds has renewed a debate on whether parents should lose custody if a child is severely obese.

The boy was removed from his family and was placed in foster care in October after county case workers said his mother wasn't doing enough to control his weight. The boy, at his weight, is considered at risk for developing such diseases as diabetes and high blood pressure. Government growth charts say most boys his age weigh about 60 pounds.

Roughly 2 million U.S. children are extremely obese ? weighing significantly more than what's considered healthy.

Cuyahoga County removed the boy because case workers considered the mother's inability to get his weight down a form of medical neglect. The county's Children and Family Services agency said Monday it stood by its custody move, which was approved by a judge.

"We have worked very hard with this family for 20 months before it got to this point," agency Administrator Patricia Rideout said.

Rideout said the issue has created a buzz among agency staff members and she has heard it was a popular Internet item. She said she was following state law in withholding the boy's name in his best interest.

The Centers for Disease Control and Prevention's Division of Nutrition, Physical Activity and Obesity tries to address the roles of nutrition and physical activity in improving public health and preventing and controlling chronic diseases. It says achieving and maintaining a healthy weight is part of an ongoing lifestyle that can be adopted. It offers resources to help people determine which foods are needed for a healthy diet and promotes regular physical activity to reduce the risk for diseases and control weight.

There's no easy answer when it comes to determining who's to blame in such obesity cases, said Dr. Naim Alkhouri, who works with overweight children and their families at Cleveland Clinic Children's Hospital and leads its pediatric metabolic clinic.

"It's not only the parents or the child," he said. "Obesity is an epidemic in the United States. As a society we're all responsible."

It's not enough to just encourage some children to eat healthier and exercise, he said, because there's also "a big psychological component."

"When it comes to involving the authorities, I don't think we have clear guidelines," he said. "Starting the debate is a good thing. We need more guidance on how to react to the issue."

County workers were alerted to the boy's weight early last year after his mother took him to a hospital for breathing problems. He was diagnosed with sleep apnea, which is characterized by pauses in breathing during sleep and can be weight-related, and he was given a breathing machine.

Parents have lost custody of obese children a few times in the United States, and an opinion piece in the Journal of the American Medical Association in July said putting children temporarily in foster care is in some cases more ethical than obesity surgery, which can involve removing part of the stomach.

Dr. David Ludwig, an obesity specialist at Harvard-affiliated Children's Hospital Boston, said the point isn't to blame parents but rather to act in children's best interest and get them help their parents can't provide.

Dr. Norman Fost, a medical ethicist at the University of Wisconsin's Madison campus, said Monday that foster care wouldn't cure the Ohio boy's obesity but might help.

"The goal is to make him less obese," he said.

Fost said the boy's sleep apnea could be related to his weight and could be imminently dangerous. A target weight of 150 pounds might improve the apnea problem, he said.

The boy's mother said she has worked on the weight issue.

"They are trying to make it seem like I am unfit, like I don't love my child," she told The Plain Dealer newspaper, which didn't reveal her identity because the case could involve abuse.

A public defender, Sam Amata, said Monday the custody removal would be challenged based on the contention that the boy is not in imminent danger.

"We don't feel there's that kind of requisite danger," he said.
