BOSTON (AP) ? Boston Marathon runners who were stopped on the course when bombs went off at the finish line will have a chance to come back and run again next year, race organizers said on Thursday.
One month and one day after the April 15 explosions that killed three people and wounded hundreds more, the Boston Athletic Association said that 5,633 people who were stopped on the second half of the course when the race was shut down at 2:50 p.m. will be allowed to register early for next year's race.
"The opportunity to run down Boylston Street and to cross the finish line amid thousands of spectators is a significant part of the entire Boston Marathon experience," B.A.A. executive director Tom Grilk said. "With the opportunity to return and participate in 2014, we look forward to inviting back these athletes."
The B.A.A. said runners who passed the halfway checkpoint at 13.1 miles but hadn't reached the finish line will get a code to register in August; regular registration is scheduled to begin in September. Runners will be required to pay the entry fee ? the amount hasn't been determined yet ? but they will not have to re-qualify by running another marathon in a given time.
Normal registration for the Boston Marathon requires a qualifying time from 3 hours 5 minutes for an 18- to 34-year-old man to 5:25 for an 80-year-old woman. The requirement forces most runners to spend a full year training for their qualifying and Boston runs and makes the race, for many, a one-time event.
Celeste Corcoran is recovering from the Boston Marathon bombings in a hospital bed directly next to her daughter, Sydney, who was also severely injured in the blast.

The announcement was quickly praised on the B.A.A. Facebook page, where thousands of people ? many of them using the B.A.A. logo or other marathon-related photos for their profile picture ? "liked" the announcement. Hundreds posted comments vowing to return.
"I don't feel entitled to this in the least," wrote Maggie Lapan. "But thank you BAA."
The B.A.A. said it has contacted those affected, a group that includes 2,611 runners from Massachusetts and 726 from 47 countries. There are 2,983 women and 2,650 men, aged 18 to 82.
"Boston spectators are known for their impassioned support and unbridled enthusiasm, and they will give these returning athletes some of the loudest cheers at next year's race," Grilk said in the release, which added that no decision has been made on whether the 2014 field will expand to include an expected influx of runners who say they want to run next year to support the race and the city.
"We want to thank our participants for their patience as we continue to work through the details of arranging this accommodation for them," Grilk said. "And we ask for continued patience from the running community as we plan the 2014 Boston Marathon next April."
The B.A.A. has granted limited deferrals in the past, including one for European runners who couldn't get to town because of the Icelandic volcano eruption in 2010. Last year, with forecasts of dangerous heat, organizers allowed everyone a chance to defer their entry to this year's race; a few hundred took advantage of the offer.

You reported your post saying you posted the wrong code. If that's the case, then post the right code.
srand(time(NULL)) should be called ONCE, at the very start of your program, in main.

For some reason it won't print out the correct random numbers from one to six. It prints out a number like -8888872222, I was wondering what I could use in line 122 to prevent that.
I do not want you to finish my code, I just want to know what is going on with the random gen

Honestly, looking at this code, there are a LOT of problems. Your problem is you're getting the value of a die you haven't rolled, but even if you did roll it, the value would be wrong because the variable you're setting in your function to roll a die is local to the function, not the member variable of the Die class.

It could soon be more difficult to avoid paying your taxes.
The state Legislature?s Joint Finance Committee votes unanimously to add 15 new people to the Wisconsin Department of Revenue specifically to track down those who are delinquent in their state taxes.
Republican Senator Glenn Grothman (R-West Bend) reluctantly casts a vote in favor of the state budget provision. ?I?d like to comment on this. I?m gonna vote yes on this because they have me over a barrel, but I hope we haven?t seen the last of this.?
Grothman says most people believe that DOR tax collectors are more difficult than those at the IRS. ?My personal opinion is sometimes these guys are unnecessarily mean and heartless.?
Finance Committee Cochair Republican Alberta Darling (R-River Hills) says tax collectors have a job to do; she says honest and responsible taxpayers support efforts to collect money from tax scofflaws. The Legislative Fiscal Bureau estimates the additional staff would collect nearly $19 million in additional revenue during the next two years. About $1 billion in delinquent taxes are owed to the state.
Assembly Republican Steve Nass of Whitewater opposes the addition of extra revenue personnel, saying he?s against expanding powers to access numerous state databases. Nass makes reference to the IRS scandal involving the federal agency?s investigations into Tea Party groups that applied for tax-exempt status, saying that?s the last thing the state needs.
May 15, 2013 ? Scientists pinpointed areas of the world where Evolutionarily Distinct and Globally Endangered (EDGE) mammals and amphibians occur. Regions containing the highest concentrations of these species are highlighted as global conservation priorities.
The research paper is published today (15th May) in PLOS ONE.
The map reveals that high priority conservation areas for mammals and amphibians are different, reflecting the varied evolutionary histories and threats facing the two groups. For mammals, management efforts are best focused in Southeast Asia, southern Africa and Madagascar. For amphibians, Central and southern America are highlighted as priorities.
Professor Jonathan Baillie, ZSL's Director of Conservation says: "The results of the mapping exercise are alarming. Currently only five percent of the areas we've identified as priorities for EDGE mammals and 15 percent of the EDGE amphibian areas are protected.
"These areas highlighted should all be global conservation priorities because they contain species that are not only highly threatened but also unique in the way they look, live and behave. These new maps will inform the development of larger-scale work to help secure the future of some of the most remarkable species on Earth," Professor Baillie added.
Madagascar's black-and-white ruffed lemur is the largest lemur in the world and is threatened by hunting and the loss of its forest habitat to logging, mining and cutting and burning for agriculture. The Sunda pangolin, also known as the scaly anteater, occurs in Southeast Asia and is threatened by illegal poaching for its meat which is a culinary delicacy, as well as its scales which are thought to have high medicinal value. Other mammal species occurring in priority areas include the black rhino and western lowland gorilla.
Amphibians are facing a terrifying rate of extinction making them the most threatened vertebrates in the world. The Mexican salamander, or axolotl, is critically endangered due to urbanization, polluted waters, and the introduction of non-native fish which eat the axolotl's young. With the aid of the global map of EDGE amphibians, it will now be possible to concentrate efforts in countries such as, Mexico, Costa Rica and Guatemala where the most distinct and threatened species are found.
Dr. Kamran Safi, lead author of the paper from the Max Planck Institute for Ornithology says: "This is the first global map to take into account species' uniqueness as well as threat. Now that we've identified EDGE priority areas for mammals and amphibians we can more effectively continue to ensure their protection.?"
It is critical that conservationists prioritise the allocation of limited resources for the best conservation outcomes. ZSL's EDGE of Existence programme has already launched targeted conservation projects for more than 40 EDGE species around the world.

SAN FRANCISCO (AP) ? Google is digging deeper into its technology toolkit to turn its social networking service into a more formidable threat to Facebook, sprucing up its photo features at a time when sharing snapshots online and on mobile gadgets is growing more popular.
Many of the 41 new features being added to Google Plus beginning Wednesday will draw upon the computing power, machine learning, algorithms, semantics analysis and other innovations that established Google's search engine as the most influential force on the Internet.
"All of these features collectively put more of 'the Google' into Google Plus," said Vic Gundotra, Google's senior vice president of engineering, in an interview. "This will give people a powerful reason to come to Google Plus."
But the most compelling new attraction may be a new photo-management tool that promises to test how much control people want to cede to computers. It will also further blur the lines between a real moment in time and augmented reality.
Google promises the feature will pick out the best shots from a wide assortment of photos. The automatic photo selection is done by calling upon Google's knowledge of the elements that make up a visually pleasing picture, coupled with facial recognition technology and a vast database that helps tie together the relationships of people appearing in a photo. Google says its computers will recognize the best photos featuring family members or close friends of a person who uploads a bunch of pictures to Plus.
"You have amazing images of the most precious image of your life," Gundotra told a software developers conference Wednesday as he discussed the additions to Google Plus. "But if we are honest with each other photos are very labor intensive."
If the photos don't look quite right, Google is promising to enhance them, taking over a job that typically requires people to buy and master special photo editing software such as Adobe System Inc.'s Photoshop, Apple's iPhoto or Google's Picasa. Computer-controlled editing tools will automatically remove red eyes, soften skin tones, sharpen colors and adjust contrast.
In an effort to get more photos onto the Plus network, Google is offering to back up all pictures taken on a mobile device, as soon as they're snapped. To accommodate the increased volume, Google Plus will now provide each accountholder with up to 15 gigabytes of storage for full-resolution photos.
Gundotra believes Plus' management tools will be compelling because they are designed to save people the time and trouble of choosing and editing photos. Google Plus users will be able to compare all original photos with the versions altered by computers. The auto-enhancement tool can also be turned off.
Another new photo feature promises to stitch together a sequence of photos taken of the same group of people or a panoramic scene. This stitching system can be used to create a single photo that pulls the best shots of everyone featured in a series of pictures. It will also produce an animated short film featuring the motions of people captured in a succession of photos taken against the same background.
By appealing to people's photo fondness, Google is hoping to make Plus a more useful and fun place to hang out than Facebook. But Google Plus still hasn't proven it can become as much of a magnet as Facebook, largely because people had already established their online social circles at Facebook.
Google Plus has built up a broad swath of accountholders since its introduction nearly two years ago, mainly because so many people already had set up Google logins while using the company's Gmail or other services. Gundotra announced Wednesday that Google Plus now has 190 million users who interact on the service each month, up from 135 million in late December. About 390 million people log in to Google Plus each month, but that includes a large number who have tied their Gmail accounts to the social networking service. Facebook says it has about 1.1 billion active users.
As such, Google has a long way to go. Facebook has claimed the title of being the world's largest photo-sharing site for years, and with last year's purchase of Instagram only propelled it further ahead. Instagram has 100 million monthly active users, up from 22 million when Facebook agreed to buy it last spring.
Rather than offer powerful editing tools or high-quality pictures, Facebook became the most popular way to share the photos online simply because it is the most popular place to hang out online. Today, users upload more than 350 million photos to Facebook each day.
Over the years, it enhanced the quality of the photos displayed, too, and has recently redesigned its site to make photos more pronounced. Instagram, meanwhile, offers an easy-to-use mobile app and playful filters users can apply to snapshots of friends, quirky buildings or plates of food.
Google Plus is getting a new look just two months after Facebook spruced up its news feed ? the centerpiece of its service ? to feature photos more prominently and generally make posts look more like articles in a magazine or newspaper. Unlike Facebook, Google says there are no current plans to show ads on the revamped Plus.
In another change aimed at attracting more traffic, Google Plus will start to display automatic hash tags to identify the main topic being discussed in a post or featured in a photo. Google is using its understanding of semantics and photo-scanning technology to figure out what is going on. Individuals will still have an option of editing or forbidding a hash tag from appearing if they don't agree with Google's automatic selection. Clicking on the hashtag will take Google Plus users to other posts and pictures bearing the same marker. Similar content being shared by family and friend is supposed to show up first, thanks to the same ranking system that Google's search engine uses to pick out the most relevant results.
Facebook doesn't currently use hash tags, though there have been reports that it is working on incorporating them to its site, just as Twitter and Instagram already do.

BALTIMORE (AP) ? The Preakness draw was over, and trainer Shug McGaughey listed a variety of reasons why he was OK with having Kentucky Derby winner Orb starting Saturday's race from the rail.
Then someone asked him, "If you had your choice, where would you want to be?"
Without hesitation, McGaughey responded, "The outside."
Despite getting the inside post in Wednesday's draw, Orb was made an even-money favorite to win the Preakness and keep alive his bid to become horse racing's first Triple Crown winner since Affirmed in 1978.
"I saw it bounced around in the papers that we would be 4-5," McGaughey said. "I am a little surprised that with him being even money, with the next shot was 5-1. That's a pretty good spread. We'll see what the public does. Like I always say, I wish every horse I run would be the favorite."
The brown colt is looking for his sixth straight victory as part of the smallest Preakness field since 2007. Govenor Charlie, trained by Bob Baffert, added his name to the list Wednesday for the 1 3/16th-mile race.
Starting from the inside won't help, but McGaughey reasoned it's a lot better than getting the No. 1 post at Churchill Downs for the Derby.
"It's not nearly the problem it would be in the Derby," he said. "The Derby is kind of catty-cornered. You got to shove your way out of there or you get shut off down in there. It's pretty straightforward here. There are only nine horses. There's not going to be that kind of jockeying into the first turn. We'll just hold our position and see how the race plays out."
Still, the last horse to win the Preakness from the inside post was Tabasco Cat in 1994. That was the lone winner from the rail in the last 52 runnings of the race. Starting from the rail is a disadvantage because, if a horse does not get out in front from that spot, it can easily get pushed to the back of the field by the other competitors.
"He'll get a clean break and he'll be able to sit where he wants to sit," McGaughey said. "If he's good enough he'll be able to make that run, and hopefully he gets there."
Mylute, the second favorite at 5-1, hopes to take advantage of working out the No. 5 post.
"The draw was great. We're in the middle and we've got Orb and Departing inside of us, which is great because we can watch and see what happens," said Todd Quast, general manager of GoldMark Farm, co-owner of Mylute. "Our horse ran the same race Orb did in the Derby but was three to fourth lengths behind him. So this time, maybe if we can stay a little closer to him at the beginning, we can maybe turn the tables on him. No disrespect to him, he's a fantastic horse, but I think our horse is pretty good too."
Not to mention, Orb is on the rail.
"We need to make up three or four lengths, and that may be one of the factors that helps us," Quast said.
Orb won the Derby by 2? lengths, so he remains the horse to beat ? even from the rail.
"I don't know that the rail's all that bad," said Hall of Fame trainer D. Wayne Lukas, who has three horses in the race ? Oxbow, Will Take Charge and Titletown Five. "Orb is still the one to beat."
The field, from the rail, with odds in parenthesis: Orb, Goldencents (8-1), Titletown Five (30-1), Departing (6-1), Mylute (5-1), Oxbow (15-1), Will Take Charge (12-1), Govenor Charlie (12-1) and Itsmyluckyday (10-1).
Lukas was delighted with the post positions drawn by his three entrants.
"I love mine. I thought it was real good," he said. "Oxbow for a change got inside a little bit. He'll be forwardly placed. We shouldn't have any trouble. I'm going to have to come up with a different excuse when we get beat."
